Under the framework, Homes England aims to accelerate housing delivery through the purchase and preparation of brownfield sites and surplus public sector land, including sites previously used by local authorities, education establishments and healthcare trusts, for residential development, as well as by funding and delivering primary infrastructure.

The framework will offer Homes England and other public bodies a quick and efficient means to procure high quality, good value, development related technical services. It will cover everything from project and cost management to engineering design, architecture, landscape design, and property advisory services.

The housing delivery body has selected firms which it believes will help to increase the pace, scale and quality of development it is able to undertake in areas of greatest demand over the next four years.

In conjunction with its team of specialist suppliers, Gleeds will deliver an integrated programme of services.

The framework comprises a substantial geographical spread across the UK, covering each of Homes England’s designated regions. As lead consultant Gleeds will act as the primary point of contact, utilising its in-house team to direct, coordinate and manage the delivery of complex projects.

Gleeds’ Paul Dennison, will lead the team. In January 2019 Paul was named head of residential at Gleeds. His appointment comes at a time when there is a continued rise in demand for Gleeds’ services within the sector, in response to ambitious housebuilding targets set by the government.

Paul said: “I am delighted that Gleeds Advisory has been appointed to the Homes England Framework. The announcement is recognition of the depth of knowledge and expertise our team has within the residential sector. We understand that issues relating to residential development are specific and more challenging than other sites and as such we will seek to provide bespoke solutions, in line with our shared masterplanning objectives, to assist in the delivery of the 300,000 new homes required each year by the government.

“Our delivery approach will add value to each site, offering improved viability, marketability and development potential for each project. We will identify and provide creative development strategies for each site which optimise the attraction to developers and maximise realistic potential. We realise the speed at which each site will need to efficiently be brought to market and aim, to deliver an innovative approach using modular construction techniques to save both cost and time.”

The new framework began on 2 February 2019 and will run until 2023.
